The Beardsley Zoological Gardens houses more than 300 animals. "éminence grise" means someone who wields power from behind the scenes, so I think the official description is trying to tell us that this zoo is actually operated in some capacity by the tiger. A search for a tiger named "Robeki" on the website's list of animals yields no results, lending credence to this theory.
